Although several victims of Father Maskell came forward in the 90s, Sharon May at the prosecuting office refused to go forward with charges. Many questions arose as to why​ in 'The Keepers' Sharon May suggested she just didn’t think she had enough to convict him of charges… more on this later. When criminal charges were going nowhere, two women, who choose to keep their identity secret, came forward to sue in civil court: Jane Doe and Jane Roe.
