Sharon’s uncle Billy happens to live in the apartment complex, granting him access to always being able to know when Cathy enters and leaves. He could easily be seen as someone who wouldn’t bring attention to himself for lingering around the place while waiting for Cathy to return home from shopping. And conveniently her car is later dropped just around the corner to his patio door.
